njwineguy has got it right... Borsao Tres Picos is 100% garnacha and is great. The abadia retuerta 'rivola' is a bit leaner and more acidic but equally great. don't know if the rivola will come under $13. though.

There are a whole bunch of Spanish wines that fit the bill. Tres Picos, Atteca, ... Borsao, Altos de La Hoya, Abadia Retuerta Rivola, etc. Most aren't that complex, but are full of fruit, easy and pleasing.
